The bike is a quite poor method of transportation in this area since District 5 has quite bad bicycling infrastructure, and there are a good number of hills to challenge cyclists. District 5 is also not very conducive to people who prefer to get around as pedestrians because running common errands is inconvenient without the use of a car.
