Driving is usually the best approach to move around in District 1. It is very easy to find a parking spot. Bicycling is challenging in District 1 since there are a fair number of elevation changes for cyclists to brave, and the cycling network is rather poor. District 1 is also not especially conducive to people who like to get around as pedestrians because few common errands can be run without a vehicle.
